SCELC FOLIO is a multi-year, opt-in initiative that provides SCELC Member libraries with affordable, scalable access to the open-source FOLIO library services platform. Delivered in partnership with EBSCO Information Services, the pilot offers centralized implementation, hosting, and ongoing support.
During the initial pilot phase, SCELC anticipates serving around 20 participating libraries through a cost-effective, community-driven shared infrastructure. This model strengthens SCELC’s role as a technology partner and expands access to innovative, sustainable library solutions.
FOLIO (“The Future of Libraries is Open”) is a modern, open-source library services platform built for flexibility, collaboration, and innovation. FOLIO is seeing rapid adoption by the library community, including consortial implementations and the Library of Congress.
By hosting the system with EBSCO, SCELC ensures secure, reliable access to a robust platform that integrates seamlessly with discovery services and other library tools.
Participating libraries benefit from a SCELC Strategic Service Model offering institutions consortially-managed infrastructure, cost savings and continuity of expertise allowing our Members the ability to go beyond what their limited staffing and resources allow. This model is designed to make the transition to FOLIO smooth, sustainable, and collaborative.

Implementation project management – Coordinated migration to FOLIO with SCELC support.
Configuration and customization – Tailoring the system to local needs in consultation with participating libraries.
Training and onboarding – Preparing staff to use the platform effectively.
Central system administration – Ongoing technical management and updates of the central tenant.
Helpdesk support – Direct assistance for troubleshooting and questions.
Ongoing development – Engagement in FOLIO’s open-source community to influence future features.
Governance and collaboration – A SCELC Steering Committee will ensure members have a voice in program direction.
SCELC FOLIO is open to SCELC Member libraries of all sizes, with particular benefits for smaller and under-resourced institutions seeking next-generation library technology without the overhead of local system management.
